Was there a story behind this, like was the guy actually a jumper or just somebody meditating/having a bad day and coping with it in a weird way? It just seems like a waste of resources to send the fire department and police to punt a guy into an air mattress.

He probably climbed up there and threatened to jump and then the fire department came. Once they had everything set up, they gave him the boot so they could pack up and head home and stop wasting time. Though, that would be an incredibly poor place to jump from; not much altitude. Probably just break his legs.
