The image itself was created with Inkscape, a vector graphics program which directly supports SVG as the native storage format, making it very easy to create variations of this image, since every part can be reused without loss of quality. Note that an PNG version is available since not all SVG renderers are capable of displaying the image correctly. librsvg, the current renderer used by Wikimedia, has some technical issues with thumbnails and filters, which hopefully will be fixed in future.
