WWE tarps off a section about the size for production purposes for TV as well. That's not a terrible crowd for the size of the venue.

I've never seen a section that large tarped off for production. I've been to tapings where that many seats didn't sell, but the tarped off section is generally a fraction of that.

Considering they've averaged about 3,500-5,000 live attendance for most of their PPVs and that they did next to no actual promotion for the event, the attendance they did get is probably as good as they could hope for.
