It's not so much "largely" as "entirely" inspired by it - there was no voice development for Brain like that, they just wanted to give him Orson Welles' voice. I think Yakko is a straight Groucho voice, too, although there might be someone else in there, and Wakko's just a very laid-back Ringo Starr.
