Average snapper catch is way, way larger than it was before the lockdown. The crackdown worked; I never once argued that. I argued that the science behind the policy is flawed (justify to me excepting artificial structures from fish counts). The policy is supposed to result from the science. After the Fishery Management Council instituted an emergency rule allowing NMFS to punish different states for not dovetailing their seasons/bag limits to the federal one, they went far overboard and punished Florida, Louisiana and Texas by drastically curtailing their allowable federal season. Because AL and MS had nothing to gain by making their season longer (nobody's catching snapper within 3 miles there), they complied and were allowed the whole 28 day season. Texas got 12 days. Louisiana got loving nine. It was a pissing contest. It was bad policy, with no scientific basis. They were purely wielding a club. Then Louisiana retaliated with a somewhat laughable amendment that stated their jurisdiction didn't just extend 3 miles off coast, but 3 leagues. NMFS escalated it by threatening to put most of their enforcement efforts in 3-10 miles off of Louisiana. Charter captains from LA weren't going to risk it anyway (similar situation as CA marijuana growers- state says OK, but that doesn't mean poo poo to the feds). Jindal filed suit, Texas joined, then Florida joined as well. Midway through snapper season, a judge overturned it, saying that NMFS had no right to restrict each state's season for purely political reasons. The devil of it is, each state really should have different seasons- managing the Gulf like it's one homogenous soup is stupid. But NMFS would rather swing their dick around and punish Louisiana, which has the largest easily reachable concentration of snapper off state waters. Your confidence in their abilities is cute. They're as subject to bad decision-making, wrong priorities and petty bullshit as any other organization. It took them over 20 years to figure out how to manage redfish after it was nearly fished to collapse. Their poor stewardship of the Gulf is leading to equally bad reactions- Gulf Coast states are lobbying to allow themselves the ability to manage their own fish populations, which is a tremendously bad idea that's obvious to anyone that's seen how competitive the decision-making behind their bass fishing, deer and turkey seasons are.
