Most green lasers are 1064nm infrared lasers that use a frequency-doubling crystal to bring the output into the visible range. As said, even the 'halo'around the dot can be damaging, and you can't predict what a cat will do. So one second you're shining it on the floor, the next the cat pounces on it and before you can react looks up and gets a blast in the eyes.
