those cops are acting exactly like those water breaker things on a dam. People have to go between the horse cops and then move left or right to go between the next row of cops. That breaks up any dangerous momentum that the crowd as a whole might have built up and prevents people from getting trampled by their peers like us Americans do at Wal-Mart every Black Friday. Smart.
