This may surprise you, but Europe is not "the rest of the world."

Americans also bitch about gas prices because, like it or not, they generally really need cars more. Sure, in big cities you can make do, and we should REALLY improve infrastructure. But I would literally lose my job if I did not have a car. My wife would not be able to do her job without a car, and the odds of them building a rail line out to a state park in the middle of nowhere are pretty much slim and none.

One of the ways you create density is by building public transit. That's why many municipalities are falling over themselves to construct tiny light-rail line; first you build the transit skeleton, then the density springs up around it. This is also the reason mass transit proponents prefer rail lines over buses. Buses just don't encourage the same kind of development.

You need to look at these problems from the perspective of an a municipal planner. What tools do you have at your disposal? To a large extent they rely on transportation budgets and zoning laws. If they want to achieve certain outcomes, we have to manipulate these tools.
