A lot of North American metropolitan areas aren't dense enough to support a comprehensive/affordable public transit system. The basic structure of the cities and their suburbs need to be changed.

That's why many municipalities are falling over themselves to construct tiny light-rail line; first you build the transit skeleton, then the density springs up around it. This is also the reason mass transit proponents prefer rail lines over buses. Buses just don't encourage the same kind of development. You need to look at these problems from the perspective of an a municipal planner. What tools do you have at your disposal? To a large extent they rely on transportation budgets and zoning laws. If they want to achieve certain outcomes, we have to manipulate these tools.
