But what if it was just one psycho out to kill a cop. The best way to lure them into a situation for an easy kill is apparently walk around with a loaded weapon and then gun them down when they ask you what you're up to.

EDIT: gently caress, here in the UK we had Raoul Moat, he was just sat in a car and when the cop asked him what he was doing he shotgunned him in the face.

This is because, in many states (including Washington), there are special laws regarding handguns in cars. In Washington, you do not need a permit to open carry, but if you want to have a loaded weapon in your car, you have to have a concealed carry permit and follow a few other special rules. So had he been walking to Grandma's house, he'd be fine. But if you want to drive, you have to follow the law.
