This post is hurting the economy!

As a US citizen I'm understandably a bit removed from the cultural and political tone and mood in the UK, but is this straight up casting Scots as drunk tramps who wallow in the gutter? Because my first instinct upon seeing this is that it's some kind of parody or joke, but knowing this cartoonists opinions about eastern Europeans makes me think it's actually serious.
