I'd certainly think the latter makes a lot of sense; Jones is interesting enough for them to say hello at least once. She looks like a human but she's been around a lot of tragedies and, for want of a better word, lived through them. Countless generations worth, in fact.

I'd imagine Jones is something baffling even to psychopoms. After all, their whole deal is basically catalysing the concept of mortality by transferring the souls to the afterlife so somebody like Jones who is truly and utterly immortal would be outside of their frame of reference. I suppose that could be a reason why they'd treat her with curiosity or even reverence. Also, she's probably the only "living" (i.e. self-aware) thing on earth that is older than any of them.

Anyway, this page seems another hint towards the idea that Jones is not quite as lacking an emotion as she indicated towards Annie. It indicates that she at least seems to have some sense of right and wrong.

If she didn't by any other means, being born stateless on British territory qualifies you as a citizen, as it does in most countries due to international treaty.

Stating the current situation and why it is unacceptable seems perfectly in character. It is weird and stilted and slightly unnatural, but Jones always talks like that.

She's not the Federation, guys. She tells the Court what she thinks they should do (even if sometimes they don't listen) so that's not really "non interference". She said she wants humans to figure things out for themselves, and that she prefers to observe things and not exactly take a side. That doesn't mean she follows the Prime Directive.

v: well I pretty much assume the moment Coyote learns about something that SUPPOSEDLY can't be damaged by anything he's going to do his best to damage that thing so if Coyote COULD damage Jones he would've already done so.

Just some guy with a college doctorate and a passing knowledge of what it means to be a ninja.
I think my favorite part of today's page is that Jones actually looks legitimately annoyed that Ankou is there to collect Mortimer.

The only other time in the comic that she's ever really expressed emotion like that is when she was getting her hair ruffled by City Face during the filming of City Face 2!
