I'm surprised no team did this on their own for the same reason. Everybody knows that these 6th/7th-round picks aren't going to make a difference to their teams, so why not take a no-impact player that's going to sell a ton of jerseys, cement your team/coach's legacy as "progressive," and get you on league higher-ups' good side?

Even in the ~SEC~ (whose reputation is overblown), the quality of competition is not as high - or, more importantly, more consistently high - as it is on the next level. Things work in college that don't work in the NFL. Still, you don't luck into getting that title, and I don't think it's comparable to the high-profile Heisman failures because college QBs are much more likely to be in "gimmick" systems and not translate. I like this scouting report on Sam:

Basically, it says he has good technique and a high motor, but he probably isn't strong enough to replicate his college success in the NFL (and not athletic enough to make up for it). Nobody on day 3 is a perfect player, though, and if he gets stronger he can be a productive player.
