It was most likelty Salbutamol, normaly riders are allowed to have up to 1 000 ng/ml Salbutamol in urine but if they can proove they need more because of a medical condition it's allowed.

It was, you can tell by the colour of the inhaler. It helps open up airways but it's also a mild stimulant and a relative of clenbutarol. Most of the athletes don't have asthma it's just easy to say they get abit wheezy and get a TUE. If they do have a wheeze it's probably due to an element of dynamic airway collapse and salbutamol probbaly isn't going to help.
