The Dutch started slow because they did not expect to be behind at any point, but when they were, they had to start pressing and trying the defense. This is also one reason why Van Gaal decided to take Van Persie out. With the increased physical requirement, the Dutch needed someone both fresher and capable of staying at the rhythm of the game. Mexico simply had no way out because they were not given the space and they could not act as a counterattacking team.
