If it says "a state" then it's generally referring to the 50 states and possibly the federal government as "a state" is implying more than one body involved. So this 4th circuit ruling pretty much guarantees that the administration will go for en banc on both of them. If they do that then the ruling will match (significant Dem advantages on both) and the SCOTUS is less likely to pick it up.
