Well you're not going to have any assurance really. You can contract for whatever you like, but if he cannot pay he cannot pay and your issue wont be that, it'll be getting him out of the van and all the issues that can come from the ie he hasn't paid full amount, does he get refund, foriet it leu of rent etc?

Then their students will receive a better education because the culture of the schools will change from "we're here because we're poor and not gifted enough for a selective school" to "our school is inclusive and I feel like the equal of people who are different from me" and progress will be made. Abolish all private school funding. The churches have tax free status, that alone should be enough to run their schools.

If its just for the religious instruction, couldn't you just run a paid 'sunday school' instead? Otherwise a low fee private school is just the same old GOVERNMENT WASTE argument used to privatise prisons, telstra, the post office, JSA's and Medicare Stores. If they're doing the same for less, someone is getting a raw deal out of it, and you can bet its not going to be the school administrators.
