NK doesn't seem too happy about it, either. He knows he's sending her to become another disaster stone in Cucumber's collection, but he's doing it anyway. Someday we'll probably find out why!

I interpreted it as regret over the lovely situation he's forced to keep putting all his disaster masters in. Considering he then gives her a significant hint, I don't believe I'm too far off on that. The nonsensical response from before seemed to be more like a reminder for her to get back into her role.
