Killing unsuspecting kids and old men isn't enough anymore, despite her claims of doing it for "justice". She's killing these people not because they've broken the law and gotten away with it, but because she misses the excitement of superhero scene. Initially just the act of murder was enough to bring that excitement back, but now things have gotten stale. She stepping up her game with targets who can potentially take her down, that's why she did the balloon exercise, they needed to know exactly what they were up against or there's no challenge and she can't get her fix. Edit: Remember, their crimes are just an excuse. What Moonshadow is feeding on is the thrill of murder. By going after "badguys" she can rationalize it in her own mind. In the previous comic we already see that she knows that society as a whole would disprove of this, but she's "taking one for the team" and "making the hard choices" and other such platitudes. My prediction is that she actually does start offing lobbyists, bankers, and corrupt officials, and this is what lights the fire under the government's rear end to catch her, because an attack on the institutions of power cannot be forgiven. And that's how Allison gets called in.

A simple explanation of why she'd give the guys ammo would be to test herself. Sure she got all the balloons without breaking a sweat but an exercise with paint balls is not the same as real life combat. Even if the mercs are rattled now they are still trained killers. So when she kills them all she will likely move on to whatever target she has picked out next. Which quite likely will have armed security. All and all it should be entertaining.

She's the logical extension of his methods, whether he realizes it or not. The main difference is that she doesn't feel like her vigilantism should be limited to socially acceptable targets. (And probably that he makes more of an effort not to kill people, but given the circumstances she can't exactly beat them up and leave them for the cops like usual.)

It would have been better if the judge had just let the boys go because of a mistake or technicality like the evidence had been tampered with or destroyed accidently. It would have at least made it some sort of argument, but right now she's murdered rapist, a wife beating judge, and apparently war criminals.
