Not really, most Americans see it as "lol he's wearing a purse". It's dumb, because satchels are an easy way to carry things and it basically comes down to the stupid viewpoint of "well, women wear it, but since I'm a MAN I can't do anything that would associate me with women!"

I am aware it was a Seinfeld reference. That's how I found out 'man purses' are uncommon in the States. But what Bischoff is wearing is larger, therefore, not the same thing Seinfeld made fun of.
