That's Brother Juniper, who was the star of his own comic from 1958 until 1989, and from what I've been able to find it's a lot like Francis. Zakour likes to work other comics' characters into WD.

Fok_It If I can use the word skulduggery in a sentence, why wouldn't I "I like it when things are equal" would've been a bit more literal translation but it sounded a little boring to me. W-what
