Well the UCI are now getting a lot of heat for the fact they havent bothered to test anyone at Tenerife training camps all year. Sky and Astana have confirmed no-one there was ever tested and Tinkoff have declined to answer directly but basically said they were ignored there too. That no testers turn up on the Isles is not news to anyone, it's why teams go there. Also remote South African training camps are popular with all sorts of athletes. Even if there was the will, it can be hard to get a tester to these locations without someone catching wind of their arrival. I question whether it is all on the UCI, the respective national federations are responsible to surprise testing and do have the authorization to test abroad. This is not exclusive to cycling in anyway either.
