And speed limit laws already mention that the posted speed is only if "conditions allow". Many roads across this country average speeds among people who aren't in the right lane/aren't in trucks of 80-95 mph during the day when there isn't traffic.

Lots do, lots don't. I think in the UK though, all semi-trucks are required to have speed governors installed set to 60, 56, or 53 depending.

IIRC the United Arab Emirates ended 140 as a limit on a *very* select number of roads, but maybe there's some left deep in the desert  The Netherlands is a patchwork of differentiated freeway speed limits these days: 130kmh, 120, "100 from 6 to 19h", 100 with section control, 80, variable based on overhead signs - all within the same medium distance trip.
