This particular speed on this particular road was even advertised around its opening. Obviously this wouldn't make bumper to bumper traffic at 90 safe, but you're not going to get going nearly that fast in such traffic before crashes start happening, it's self limiting. And speed limit laws already mention that the posted speed is only if "conditions allow". Many roads across this country average speeds among people who aren't in the right lane/aren't in trucks of 80-95 mph during the day when there isn't traffic.

Lots do, lots don't. I think in the UK though, all semi-trucks are required to have speed governors installed set to 60, 56, or 53 depending.

IIRC the United Arab Emirates ended 140 as a limit on a *very* select number of roads, but maybe there's some left deep in the desert The Netherlands is a patchwork of differentiated freeway speed limits these days: 130kmh, 120, "100 from 6 to 19h", 100 with section control, 80, variable based on overhead signs - all within the same medium distance trip.
