Man, every American in Angola repeatedly said that Neto was open to establishing relations with America and would be more beneficial to American interests in the long-run than Roberto who the US had dicked over for years and would probably pay back America's lack-luster support by strengthening ties with China and going non-aligned as soon as he could. Roberto was a loving incompetent who only kept his movement together cause Mobutu was killing every soldier that mutinied, the US knew this which is why they also threw money at UNITA in the hopes something would stick.

Rather than trying to talk Neto closer to America Kissinger decided that looking the other way while South Africa invaded would be the best option because of his loving stupid ideas about using South Africa as an agent for change in Southern Africa.
