also level 1 boroughs still carry an approval penalty but level 2 boroughs give an approval bonus, so build your city smartly. any city tile surrounded by at least 4 boroughs is level 2 (except the cultists who can also get level 3 boroughs)

updated lords of the fallen review: it's kinda poo poo. lots of backtracking in areas with new enemies. i think i'm almost done the game i might push to finish today. i doubt i'll ever play it again though, bleh. glad i got it on sale.
