I'm probably stating something already long established, but the Republican party seems to be playing the right game for a party that only wants Congress-being decentralized and all the over the place in policy positions is great for grabbing up local Congressional spots, especially when you don't have to tie your name to a particular President no matter what you do. In fact, considering that the last four presidents (Reagan->Obama, and really Nixon too if you ignore the two nobodies Carter and Ford) have left office with majority opposition Congresses the opposition party probably has a home field advantage by not being tied with the incumbent President, although it works completely the other way for actually winning the Presidency.

Well, I'm basically like a crazy around here, but I think you're totally right. The GOP objective seems to be to achieve the Reagan/Norquist goal of drowning government in the bathtub through smokescreens and obstruction more than through actual legislation. Obama has done more to electrify the GOP base than any GOP candidate or official, and they do exactly what you say: clean up on every elected position from school board to senator. SOOOOO much lovely legislation gets passed on the local/state levels, and all they have to do is obstruct on the federal level to prove their point that government is useless. In the meantime, federal monies are siphoned off to donors, and the government really does start sputtering to a complete halt. I think that there are enough smart people out there to see that nothing from 2008 REALLY got fixed. So, why would you want a president from your party to take the heat for another collapse, when you can take the House and Senate, do absolutely nothing, and blame Hillary or whatever poor benighted soul takes over in 2017 for presiding over a financial crash worse than the Great Depression? poo poo, with Obama in office for 2008-2016, you can already blame him for causing it!

I cannot understand why any party would legitimately want to win the presidency in a time as hosed up as this.

Idaho does something similar, but seniors are required to submit a research project that includes a written and oral component. Seniors are required to take a government class and the project is based on that class. It's a good idea, especially in conjunction with some of the programs offered by the Center for Civic Education
