You're doing it wrong. There's actually three sets of "the same two numerals reversed" (you missed 47-74) and corners are not the place to start. More of a hint: You need to start by making sure for each numeral that appears 4 times, each one has its own row + column. I started by putting the four with 1's in a diagonal line.
