I'm sure they're considering EVERY character/location at least until the show finds its legs. If the show is hugely successful there's no way we go three seasons without seeing Walter White behind a car wash cash register or across a table at a parent teacher conference. They can basically go right up to the episode "Better Call Saul" where badger gets arrested. At that point we're deep in season 2 and Mike is already doing dirty work since he gets introduced a few episodes later to clean up after Jane's death.
