Through the same intelligence methods they used to catch the only vaguely credible conspiracy to commit an act (that Holsworthy thing). OTOH, the metadata thing suits the AFP/ASIO/etc. If they have a mountain of data to analyse then they will need increased staffing/resources to analyse the data.
