Legally speaking, Pandora requires you to obtain a business account with them before streaming their music for your own end. It would likely be the same as if you owned a restaurant and wanted to play music over the sound system. So no, you technically can't intentionally stream music while you do something as far as I can tell. However, this is only in Pandora's ToU. There's a lot of truly free radio stations and music libraries that you can use instead.

Really depends on your preference which is better. If you want audience interaction then hitbox is definitely the way to go. Twitch has a larger userbase so it's more likely that you will actually get a random person to pop into your chat than you will hitbox but it has a lag time of about 30 seconds when it comes to interacting with the audience. Hitbox does have a much better dashboard with built in polling feature and access to a bunch of emoticons that can be reached with a simple mouse click. As far as stream quality goes, they are both about the same. They both share the same feature sets now too. So really it again just comes down to preference. If you want you should give it a try and see how you like it.
