Headlights on newer cars will already do that right now. It just uses a simple sensor that dips high beams when it detects oncoming cars. Not just fancy cars either, a Grand Cherokee will do it for example.

I guess BMW knows their target market because at about 2:00 they show it cutting off another car as the road merges into one lane. Also fancy headlight warnings are required to know that attempting to pass a huge truck as it merges is a bad idea.
