What keeps Thoth from being incredibly useful is it's reliance on human interpretation of limited and vague information. It's stated in this episode that Oingo transforming into Jotaro actually screwed up the "plan" since the original Jotaro was going to eat an orange when the group arrived at the hotel. All that needed to be done was leave the bomb/orange in the basket and walk away. The brothers getting beaten up by a gang just reinforces the fact that Thoth is impartial in it's predictions.
