RJ Haddy doesn't look that much like DeVito's Penguin but he also happens to be a professional makeup artist and he's good friends with Ve Neill who was co-nominated for an Academy award for the original makeup work on DeVito's Penguin:

So it bloody well should be an awesome Penguin cosplay.
