Apparently ALP membership do get a say and it's all even and fair, according to #changefromwithin types: "It means the entire membership vote and their votes is weighted at 50% and the entire caucus vote and it is weighted at 50%. It does not mean the membership and the caucus tied in votes at 50-50."
