They're talking about quills as in a feather with a central rachis/shaft, not just fuzzy down feathers. Some dinosaurs like Psittacosaurus did have something similar to what you're imagining though:

A fourth phase has also been observed, but only under carefully controlled laboratory conditions, due to the extreme nature of it. A catte activating the fourth level of cuteness can only be observed safely at a distance exceeding 16m, and for no longer than 3 seconds at a time. Researchers are currently working on special optical filters than should be able to extend the safe viewing limits of this hazardous fourth level of cuteness.

Theoretically, further levels of cuteness (fifth, sixth, and so on) are allowed under the current model, although even conservative estimates suggest that observation of these would be almost instantly (and increasingly violently) lethal to the viewer in all practical scenarios. The US military has expressed interest in research in this field.
