The CRA also made the banks take those risky mortgages, blend them with good mortgages into securitized debt instruments and then bullshit/bribe bond rating agencies to tell people the blended securities were 100% as good as the best mortgages within them. The CRA also made insurers and reinsurers ignore the fundamentals and composition of those securities while issuing credit default swaps to the banks holding the securities. The CRA also made all those banks and insurers inflate the valuation of those swaps and securities. It's poors all the way down, you see.

Please note that the paper is addressing the issue of "Did the Community Reinvestment Act (CRA) Lead to Risky Lending?" whereas Amergin's post makes the false statement of "CRA was the major contributing factor to the 2008 recession".
