Yes. Also the Eagles are massive pricks who don't really give a poo poo about the fate of the world and Gandalf had already cashed in his last favor to escape Saruman. Sauron's eye is also why Gandalf couldn't use any really big or flashy magic, since that'd pretty much be a giant neon sign that says "Gandalf's comin' with your ring, bro".
