It's a good reason to reduce rocket scatter in the .ini Out of the box LW rocketeers suck too much poo poo for too long IMO. Highly variable rockets + ridiculously wide scatter is no bueno. Their damage is already low enough that you most often aren't 1 shotting anything (except sectoids or drones if you have the heat ammo perk)
