You have to remember that pulling a "dumb folksy regular dude" for first the Texas governor's seat and then the presidency didn't require ol Georgie to actually be stupid. And that a lot of his plans weren't stupid so much as evil. E.g. while privatizing social security appears stupid if you're not evil, it's really quite smart if you are, especially when you're set up to take the profits from it.
