The Monarch builds some sort of death ray to kill someone but then Rusty bumps into a switch in his lab that activates some laser that ends up refracting through some lens, bounces off the moon and then kills the guy first.

Has Not Actually Done Cocaine
The way I see it, Rusty Venture and Hank Pym are two fictional scientists cut from the same cloth, both by all god given rights should have become the most notorious and evil mad scientists their respective worlds had ever seen, but something got in the way of that for the both of them; the murder of Hank Pym's first wife lead to him becoming Ant Man out of vengeance, while the murder of Janet Van Dyne's father lead her to becoming the Wasp, thus giving Hank a partner who was much more inherently heroic, and soon Hank would find himself as a central figure of the budding superhero scene which would keep him from becoming a villain, but said villainous tendencies would keep coming back to bite him in the rear end over the years(mostly in the form of Ultron)

With Rusty the things holding him back were his sons(probably one of the only things that really mattered to Rusty for many years, even if having clones available would gradually jade him about their safety and well being), and ironically enough The Monarch whose incredibly persistent arching would make the idea of becoming a super villain have no appeal to Rusty until Killenger would show up and by then Rusty's had just enough of an actual morality built inside him from both being a father and from his friends that the idea of becoming a Villain terrified Rusty enough that he rejected a chance at real success, which has paid off in the long run with Rusty inheriting Jonas Jr's company, which I believe will signal the end of the really Big Failures for Rusty(he'll still have plenty of little failures though cause he's still Rusty with all that implies about him)

Oh please, the laser wouldn't kill the guy, just... knock him out of phase, trapping him in the phantom zone or some nonsense. Look don't worry about it, Doc will fix it by the end of the episode (completely forgets about the guy).

I find it hard to imagine Rusty as a villain given his primary characteristic is laziness. All the unethical stuff just stems from apathy rather than malicious intent.

I also don't see him being the kind of guy to abide by Guild rules, considering how much he uses Guild rules to avoid confrontations with the Monarch.

I love that whole scene. Somehow he hadn't put together who he was talking to or what they obviously wanted (as there's only one thing Nazis ever really want to do when it comes to super-science), and all of the sudden, it dawned on him. His eyes move down the line as it occurs to him that they're Nazis.

Rusty would be a great villain, but the core of his character is him rejecting villainy and I don't want to see him going down that road. He's not a good person, because he doesn't know how, but he refuses to be a bad one.

Basically I just want to keep seeing him look annoyed when costumed criminals send everyone else into a panic or countering ransom demands with "Give me head".

Oh I dunno about that - Rusty is quite clearly extremely good when it comes to illegal / immoral science - and he certainly can be malicious when he puts his mind to it.

Dunno about that, there's something quite deliberately evil about Jonas Snr. Much like the the Monarch is pretty bloody awful at being evil - but there's hints he's actually a pretty decent character deep down. I could see in S6 that Rusty and Monarch gradually swap sides.

It honestly wouldn't surprise me in the slightest if JJ wasn't an absorbed twin at all, but a latent attempt by Jonas Sr. to use Rusty as a 'genetic lifeboat' in the event of his death. The plan might've just gone slightly awry.
