I don't think its meant to be racist whatsoever. That said; whoever has those tattoos is apparently militant about transgender rights and I'd still be a little scared.

The eyes look pretty derpy but that's still a pretty good job, I could imagine somebody walking into a tattoo parlor asking for some anime face and everything going horribly wrong. I googled "sailor moon tattoo" trying to find some terrible tattoo anime faces but everything was just hearts and jewels. Then I found this... thing
