It's 18. You can register at 17 if you'll be 18 by election day. It used to be 21 but got lowered in '71 after a long campaign by youth movement of the 60's that pointed out how it wasn't fair that they could be drafted at 18, but couldn't vote for the elected officials who decided things like declaring wars and imposing drafts.
