Art and porn have had a history together for a long, long while, and cartoons are simply one of the more recent aspects of art that's been noticeably affected. Tijuana Bibles come to mind as one of the more prolific examples, but porn and art has been a thing for thousands of years. It honestly doesn't surprise me that Osamu Tezuka did 'sexy mouse girls' because artists have been doing worse long before he arrived. It's just more of a news item because it came from one of the largest, most influential names in anime and manga. That, and a few manga artists started out with fan comics, including porn, before getting noticed and putting out series don't focus on smut as much. Or do, but just make all the parts invisible. Manga is freaking weird.

Also those artistic nudes you see in museums were literally made by artists wanting to get their rocks off and get paid for it. The fact that they stuck by classical antiquity and biblical themes was mostly as an excuse to do so without getting censored. Because for the former ancient Greece and Rome were and are considered serious subjects of the highest academic and cultural merit, and for the latter, what God-fearing Christian would dare censor the Holy Bible?
