Seven players gives you enough for a two-person scumteam and a game that will never last longer than three days, so I'd say seven players plus the moderator. You can run with five or six players, but only if you have a single scum, since with more, Day 1 is MYLO/LYLO.

Where/when are you playing? IRL mafia games I've played have been like 15+ people and if we ever drop below 10 it's avalon time. And you don't need a mod if you do it right.

What I was really asking but maybe wasn't clear about is 5 person irl Mafia actually fun and good or is it quite dull unless you get the 2 Mafia minimum going

You need to play with expansion rules when you play Catan. I forget which one it is, but you get gold tokens whenever you don't get resources from a roll, which can be traded 4 to 1 with the bank. It stops the stagnation of bad rolls.
