Somebody wrote a whole book about it. Consider the source obviously, it's not going to be a solely unbiased look at the events of that time period, and the author already admitted that the "near-peer/North Korea" thing was a poor choice of examples for the blurb that takes away from the overall point. I'll probably read it this weekend.

He threatened to veto any bill containing funding for more Raptors and he was so invested in this decision he refused to be photographed with one. Remember, this was at a time when the Democrats had 60 seats in the Senate and an overwhelming majority in the House. It was never a fight Obama was going to lose, even if Gates supporting it made it easier.

Ideally, fewer control surfaces means less drag, though the fact that a V-tail needs larger control surfaces does mitigate that. It's also preferred for jet aircraft with the engine on top, where having the vertical stabilizer in the exhaust stream is undesirable. The Predator specifically has an inverted Y-tail to protect the propeller against ground strike
The downside of course is that it makes handling more complicated, although this probably isn't a problem for a computerized system.

The F-14 development video actually mentions the ventral stabilizers. The Navy demanded they went twin tail in case they lost an engine. With two tails - the ventral fins were deleted.
