I'll probably read it this weekend.

He threatened to veto any bill containing funding for more Raptors and he was so invested in this decision he refused to be photographed with one. Remember, this was at a time when the Democrats had 60 seats in the Senate and an overwhelming majority in the House. It was never a fight Obama was going to lose, even if Gates supporting it made it easier.
