That video also answers a question I had. Mario 3 levels do have the rotating card and black background at the end instead of a flagpole like actual Mario 3.

No because rating is a combination of difficulty (automatically generated by number of deaths per completions) and Fun (user rating). So all the best ratings are going to be a nice combo of challenging and fun.
