So having just watched The Gang Misses the Boat, at the risk of dramatically overthinking characters in a comedy show... What are the odds that Dee took Charlie's virginity? I mean, possibly besides his Uncle? Like in S1, he was clearly not as insane and that chick from "the gang gets racist" seemed into him so maybe it's possible he hooked up with someone in High School but by S2-3 he is way more of the malformed Charlie we know & love. Oh wait did he bang the rich girl? drat Season 10 rules, S11 has big shoes to fill.

Don't know if you're being rhetorical, but... In the context of the episode, it's sadder. The gang were all attempting to move on with themselves. They're trying new experiences; Mac, Dee and Charlie were all attempting to get over their normal behaviors that the other members of the gang would put down. The gang itself socializes through depravity and apathy, and each member of the gang had some negative impact on the others that contributed to their broken, recursive behaviors. With Dee, she was harassed by everyone else in the gang, and in the episode, she tried to get over her stage fright, which was encouraged by Dennis and Mac bringing up the fact that she'll choke which reinforces it in her mind. Charlie might have felt bad about all the times he's hosed her over with the gang, and that could be why he didn't mind hooking up with her. In the end, everything's brought back to how it was in the beginning of the episode and he's probably going to hate sex again; it would be helped along by the gang's ragging on Dee and reinforcing her 'gross' image. But hey, it's just a show. I'd say it's pretty drat funny.
