I don't think that's how the system works though. I think it was mentioned that Soma wants to challenge Kuga with his seat up for grabs, which implies to me at least that beating him would make Soma just immediately bypass 10th seat and take Kuga's position, and Erina would just remain in the same place.

There was never a discussion of the stakes, I believe. Even if there was, I don't know that beating Kuga would let him instantly pass Erina, or even get you onto the Elite 10. Its never been detailed how you get onto the Elite 10 - the only time we ever saw a Shokugeki with the seat on the line, all she did was bet that she'd leave the seat, not that she'd give the other guy the seat. The only real info we have on this is what Naked Apron told Soma and he didn't really say specifically, he just detailed the Shokugeki procedure. If you look at the list of the E10, the first 5 seats are all third-years, the 6th through 9th are 2nd years and the 10 is Erina. To me that suggests that there's some other procedure to fill vacancies and that the shokugeki with the seat on the line is just that: you vacate the seat, not that the opponent obtains it. It kind of makes sense that you wouldn't just be able to let people onto the council without the rest of the council's consent. That said, I don't think he's going to pass Erina for obvious reasons: Tsukuda clearly set Erina up as boss. My guess is that if an outsider wins a Shokugeki with a seat on the line, the E10 member who lost just gets kicked off the council and the rest of the 10 move up. I wouldn't be surprised if there's some procedure to switch seats around among people already in the E10 since it would be really random if the No. 2 losing to the No. 1 meant the No. 2 was kicked off the council entirely. I dunno; my memory is fuzzy but I don't really recall Erina really being "romantically" flustered by Souma; she just seems pissed this weird little nobody doesn't give a poo poo about her power/influence and on top of it his cooking isn't bad either. The softer she gets with him the more it seems like she recognizes his talent rather than her falling for him. poo poo, Aldini comes off as more enamored with Souma than Erina.
