Midnight (S&M heroine) doesn't have the best design, though, no. Fortunately she's relatively minor and gets a few pretty good moments besides.

Midnight's quirk requires that she be able to expose her skin, but you'd think you'd pick a slightly less demeaning outfit. There's a side chapter where she and the giantess hero are on a talk show talking about hero costumes and the issue of some quirks requiring what would be described as revealing costumes. It's mostly a gag though.

Pretty sure the implication was that she actually ran around topless until she was forced to stop. The current costume is a concession to public decency. If your superpower is expelling knockout gas from your skin, and you're more worried about beating bad guys than personal modesty...why not? A male hero would do that in a heartbeat. I actually think it's kinda endearing.
