My guess is that she'll do whatever she can to make it so that couples seeking licences are humiliated and inconvenienced...without actually prohibiting her deputy clerks from actually issuing the license. poo poo like making them sit down and talk with her first, but then making them sit around and wait for her to be available, and then shuffling them around the office for as long as possible before depositing them in front of one of the deputies.

Plan A: Shout JESUS! Very Loudly didn't work and landed her in jail. So next they'll go to Plan B, which goes as follows: * Davis's lawyers have an appeal of Bunning's injunction active, seeking to reduce its scope to only the original four couples and claiming that Bunning didn't have the necessary jurisdiction to make it apply to all license-seekers. * Simultaneously, they appealed for Judge Bunning to order Governor Beshear to exempt her by removing her name from the licenses, only to be told that Bunning did not have jurisdiction for that and that they should submit the matter to Kentucky state court. * Neither argument is going anywhere. The former is stalling for time, the latter is futile as Beshear knows that if he gives in and grants the exemption, not only is it a win for Davis but every other fundie in the state will expect similar treatment. However, as long as any legal gambits are in play, she will claim that the law is unsettled and the appeals must progress and in the meantime, she is still in charge and nobody gets licenses from her office. Then we'll see how nasty she'll decide to get when deputies say "gently caress her, I'll issue them."

No. It's a long and heart-felt description of his journey from believing that homosexuality is capital-W Wrong, to realizing that love and inclusion is what Jesus would have wanted. He talks about having taken the word of his parents, and his church elders, and his community, without having himself studied the question of homosexuality in the Bible. He tells of counseling his congregants on a wide variety of issues, and how he always felt that he was able to offer them love, and guidance, and help to improve their lives. He speaks movingly about how that was not the case with congregants who came to him with issues of same-sex attraction. He describes how time and again, he felt that he was sending them away in fear and in pain, rather than in love and in hope. He reflects on how terrible it was to feel that he was sentencing people to lives of loneliness, and telling them they could never allow themselves to fall in love, or to have the emotional and physical intimacy that they obviously craved. He questions why, of all the things he believes, and of all advice he gives based on his religious beliefs, he feels like he is doing harm instead of help when he is counseling on this one issue. Pastor Cortez goes on to talk about interacting with gay members of his congregation and his community. He says that he had a long list of Biblical things to study, and that homosexuality was low on the list. Then, a lesbian woman in the church pleaded with him to move it to the top, and he did. He tells of his attempts to understand the historical context (he does go into that, but it's not as simple as in your question), and to understand what Biblical authors, such as Paul in Romans, were really saying in their writings. Caligula makes an appearance. The pastor talks about his gradual awakening, and one day asking himself, "Do I no longer believe this?"
