It provides mainly military and some production and stability (in the form of the consciousness reduction) bonuses, while reducing assimilation rates. So they are becoming a militaristic and very hierarchical society that seeks to go about things in an efficient way while being somewhat xenophobic. At least they have a lot of accepted cultures (Wasi, Japanese, Maori, Nanfaren, Min and Manchu) so they're still cosmopolitan to a certain degree.
